Bihar Government Transfers Nearly 500 Officials in Major Administrative Reshuffle Ahead of Elections

In a significant late-night move on June 30, the Bihar government ordered a massive administrative reshuffle, transferring nearly 500 officers and staff across key departments including education, transport, and revenue. The large-scale transfers span almost all districts of the state and are being seen as a step towards improving administrative efficiency, transparency, and accountability, especially in the wake of the upcoming elections.

This major bureaucratic shake-up involves the relocation of District Transport Officers (DTOs), District Education Officers (DEOs), Circle Officers (COs), and several other mid- and senior-level officials.

Education Department Sees Major Overhaul: 55 Officers Transferred

The Education Department is one of the most affected by the reshuffle. A total of 55 key education officials have been transferred to new locations. This includes:

  • 12 District Education Officers (DEOs)

  • 27 District Primary Teacher Training Officers (DPTOs)

  • 13 Board In-Charges

  • 11 DIET (District Institute of Education and Training) Lecturers

Notable Appointments:

  • Saket Ranjan has been appointed as the new DEO of Patna.

  • The former Patna DEO has been transferred to another district.

These changes are aimed at revamping the state’s education management, especially at the district and training levels, where policy execution and educational quality depend heavily on capable officers. It also reflects the government’s intent to address existing issues in teacher training, school administration, and student performance ahead of the academic year.

Transport Department: Major Shake-up at DTO Level

The Transport Department also underwent considerable restructuring, especially at the District Transport Officer (DTO) level.

Key Changes:

  • Shashi Shekharam has been appointed as the DTO of Gopalganj.

  • Ram Babu takes charge in Madhubani.

  • Ravi Ranjan, who was previously holding additional charge in Siwan, has been appointed full-time DTO in Kaimur.

These transfers are seen as crucial for enhancing revenue collection, enforcing vehicular regulations, and ensuring transparency in transport-related services. With increased scrutiny on RTO services and growing digitalization, the new officers are expected to bring efficiency and discipline into regional transport offices.

Revenue Department Transfers 117 Officials Including 72 Circle Officers

The Revenue and Land Reforms Department witnessed one of the largest reshuffles, with 117 officials affected. This includes:

  • 72 Circle Officers (COs)

  • 45 other revenue employees, including promotions

Major Appointments:

  • Kavi Bhushan Prasad is appointed as the Revenue Officer of Patna City.

  • Vimal Kumar Gupta will now serve as the Revenue Officer of Patliputra Circle.

  • Vinay Kumar Chaudhary has been assigned responsibility for Naubatpur Circle in Patna.

Promotions:

  • Of the 117 transferred officials, 45 officers have been promoted and posted to new positions across Bihar.

These changes are aimed at improving land management, record maintenance, and ensuring quicker resolution of land disputes, which remain a sensitive and electorally important issue across rural Bihar.

Strategic Timing Ahead of Assembly Elections

This sweeping administrative reshuffle comes at a crucial time as Bihar heads toward assembly elections in 2025. Political analysts suggest the move is not just routine but strategically timed to:

  • Replacing outdated or complacent leadership with proactive officials

  • Bringing in transparency and accountability, especially in revenue and transport departments

The reshuffle touches almost all 38 districts of Bihar, with a particular focus on urban growth centers and border districts where administrative coordination is crucial. Districts like Patna, Gopalganj, Madhubani, Siwan, Kaimur, and Muzaffarpur have seen multiple transfers across departments.

Officials posted to these districts are now expected to report immediately and take charge in their new postings as per the government order.
